Willis Moore Killed in Parking Garage Collapse, Others Injured

Days after a tragic incident where a parking garage collapsed in Lower Manhattan, cleanup crews are still diligently working to clear the extensive debris from the site. The cleanup operation is expected to last for up to three weeks due to the significant damage caused by the collapse.

The collapse, which occurred on April 18, 2023, resulted in injuries to five garage workers and the unfortunate death of garage manager Willis Moore. The process of removing cars from the wreckage is ongoing, with vehicles being extracted one by one. The exact cause of the collapse is currently under investigation.

The structure, situated at 57 Ann Street, was originally constructed in 1925 and granted a certificate of occupancy in 1957 to operate as a parking garage for more than five vehicles per level, accommodating up to ten people per floor. Notably, at the time of the collapse, there were far more than five cars parked on the roof. Reports from ABC7 indicate that around 90 vehicles were left scattered amidst the debris following the collapse. It is worth mentioning that modern vehicles are significantly heavier than older models typically used in the 1950s.

City officials suspect that the weight of the cars and the age of the building may have contributed to the collapse. An initial investigation by the Department of Buildings revealed that all three levels of the garage had either partially or completely collapsed. Additionally, the rear wall of the structure had partially collapsed, and the front façade was bulging.

History of Building Violations

Following the incident, details about the parking garage’s history of building violations have emerged. In 2003, the property owner was fined $800 for neglecting to maintain the building, evidenced by cracks and signs of deterioration in the concrete on the first floor, as well as missing concrete covering steel beams.

In 2009, another violation was issued citing poorly maintained fire stairs with loose concrete posing a falling hazard at various locations. According to Eyewitness News, an engineering report commissioned by the building owner in 2010 highlighted issues with the roof and ceiling.

At the time of the collapse, several violations were still outstanding, including lighting issues, concrete violations, and a violation received for locked emergency exits in 2013.

Clare Bourke, a spokesperson for the FDNY, confirmed that the building will undergo a controlled demolition. Demolition crews will need to exercise caution as they remove approximately 90 damaged vehicles and demolish the structure.

Our condolences go out to the family and friends of Willis Moore, the garage manager who tragically lost his life in the collapse. Friends of Moore returned to the garage to pay their respects. Ahmed Scott, a regular customer, shared, “Every morning I’d see him. When I was leaving that morning – the last time we saw each other – we smiled, waved at each other. We knew we’d see each other in the afternoon, same time, same place.”
