Florida human trafficker used adult woman as ‘bait’ on dating app, lured girl into sexual contract: Sheriff

A man in Florida was apprehended on charges of human trafficking for exploiting a minor with mental disabilities in a sexual agreement, as per the Hernando County Sheriff’s Office. Sheriff Al Nienhuis revealed that 56-year-old James Peter Houllis had taken advantage of an adult woman and a minor with mental handicaps in a disturbing manner.

Upon arrival at the scene, authorities discovered Houllis, the unidentified teen girl, and the unidentified adult woman. Initially, law enforcement did not suspect human trafficking, assuming the minor victim was 18 and had been kicked out of her home.

The teen girl disclosed to workers and deputies at a runaway shelter that she had encountered Houllis and the adult victim on an unconventional social media dating platform. Sheriff Nienhuis highlighted the unusual nature of the platform, indicating its involvement in atypical sexual activities.

Further investigation revealed that the young girl and the adult woman were being trafficked by Houllis. Prior to the teen running away, Houllis, posing as the adult victim, coerced the minor into a “dominant-submissive” contract, promising her an oceanfront home in exchange for sexual favors. The contract outlined specific sexual activities that were expected to be performed.

After agreeing to the contract, Houllis arranged for the teen to be brought to his residence via Uber, where she was provided with her own room and sustenance. Subsequently, the three individuals engaged in sexual activities after watching a movie and consuming marijuana.

Houllis was charged with various offenses related to unlawful sexual activity with a minor and contributing to the delinquency of a minor. It was also discovered that the adult victim was a victim of human trafficking by Houllis, who had a history of domestic violence and a transient lifestyle across multiple states.

The sheriff emphasized the importance of providing support and treatment to the victims, ensuring their safety and well-being. The investigation into the case continues, with authorities expressing concerns about the possibility of additional victims linked to Houllis’ activities.
